In a major push towards sustainable mobility, the Maharashtra government has rolled out its ambitious Electric Vehicle (EV) Policy 2025, aimed at boosting the adoption of electric vehicles across the state. Approved by the State Cabinet, this new policy will remain in effect for five years and carries a significantly enhanced budget of Rs 1,993 crore, more than double the Rs 930 crore allocated under the previous 2018-2025 policy that ended on March 31, 2025.
Key Benefits for EV Car Buyers
1. Direct Subsidies on EVs
Under the 2025 policy, buyers of electric four-wheelers will receive a 10% subsidy on the base price of the vehicle. This incentive also applies to two- and three-wheelers, certain categories of electric buses, and electric farming equipment such as tractors and combine harvesters. Goods-carrying electric three- and four-wheelers are eligible for an even higher subsidy of 15%.
Unlike the earlier scheme, which had a maximum cap of Rs 1.75 lakh for private four-wheelers, the new policy does not specify a ceiling, potentially making EVs more financially accessible.
2. Road Tax and Registration Fee Waivers
As with the previous scheme, all EVs sold and registered in Maharashtra will continue to enjoy complete exemption from road tax and vehicle registration charges, further reducing the upfront cost of ownership.
3. Toll-Free Travel for Electric Vehicles
To encourage zero-emission transport, the state has announced toll exemptions for electric cars and buses on major routes including:
-
Mumbai-Pune Expressway
-
Mumbai-Nagpur Samruddhi Mahamarg
-
Mumbai Trans Harbour Link (Atal Setu)
4. Improved Charging Infrastructure
A major pain point for EV users—range anxiety—is being addressed by the policy’s proposal to set up charging stations every 25 km along both state and national highways, making longer journeys more feasible and stress-free for EV owners.
Maharashtra’s Growing EV Momentum
In FY2025, Maharashtra emerged as a national leader in EV adoption:
-
17,133 electric passenger vehicles were sold, marking a 21% increase year-over-year.
-
The state accounted for 16% of all electric car sales in India, the highest among all states.
-
Maharashtra retained its top position in electric two-wheeler, car, SUV, and commercial EV sales, showcasing strong consumer and fleet interest.
-
In the electric bus segment, the state led with 2,104 units sold, capturing a 24% market share.
The state’s total EV registrations reached 2,46,221 units in FY2025, contributing to 12.52% of the national total. Long-term trends are also encouraging: since CY2015, over 7.13 lakh EVs have been sold in Maharashtra.
Home to Leading EV Manufacturers
Maharashtra’s industrial ecosystem plays a crucial role in India’s EV journey, with key players like Tata Motors, Mahindra, Force Motors, Bajaj Auto, Kinetic Group, and Piaggio operating manufacturing facilities in the state. This robust presence reinforces the state’s capability to not only drive adoption but also lead in EV production.
Conclusion
With significant financial incentives, continued tax waivers, toll exemptions, and an expanding charging network, Maharashtra’s EV Policy 2025 presents a compelling case for both private and commercial EV buyers. As infrastructure and awareness grow, the state is well on track to solidify its position as a national frontrunner in electric mobility.
