Delhi, India’s capital city, is a busy town with a long history. It is happy to be home to more than 3 crore people. Every day, millions of cars drive through Delhi’s streets as people try to get to work, school, or college before rush hour.

Locals in Delhi say that the city is more of a “mehfil” than a “sheher,” and that it loves to see its people drive to and from major parts of the city. The used car market in Delhi has grown by leaps and bounds because cars are useful, affordable, and just plain needed in a big city.

Now, getting or selling a used car may seem like an easy thing to do, but changing who owns it can feel like a hard job. So, if you need help changing ownership of a car in Delhi, here’s an overview of how to do it from start to finish.

How many RTOs does Delhi have?

There are 14 RTOs in Delhi. They are as follows:

For an RC move in Delhi, you need the following papers:

• Copy of a current car insurance policy
• The car’s original registration certificate
• Any two copies of proof of address, like a voter ID, passport, utility bills, food card, etc., that you have signed yourself.
• Copy of a current Pollution Under Control (PUC) permit. A filled-out Form 29/30/31.

What are the steps to transferring an RC in Delhi?

Before we look at the steps for an RC move, let’s look at the rules for the same thing in different situations:

Transfer of ownership in case of a normal sale

• When someone sells their car, they must fill out Form 29 and send it to the RTO.
• If the car is going to be registered in the same state, the new owner (the transferee) should apply for transfer of car ownership within 14 days of the transfer using Form 30 and a set of forms listed below under Form I.
• If the car is being registered in a different state, the new owner needs to apply for transfer of ownership within 45 days of the transfer using Form 30 and a set of forms given below under Form I and Form II.
• Rule 81 of the Central Motor Vehicle Rules of 1989 says to pay the right fees and taxes. (₹530)

Transfer of ownership on the death of the owner of the vehicle

• Apply using Form 31 within three months to the registering authority for the transfer of ownership of the vehicle in your name
• Pay appropriate fee and tax as specified in rule 81 of the Central Motor Vehicle Rules 1989

Transfer of ownership of vehicle purchased in a public auction

• The person who got or bought a car at an auction held by or on behalf of the Central
• The Central Government or a State Government must fill out Form 32 and send it to the registering body within 30 days of getting the car.
  Rule 81 of the Central Motor Vehicle Rules of 1989 says to pay the right fee and tax.

Now, let’s view the step-by-step process to complete an online RC transfer in Delhi:

Step 1: Scan the following documents to upload them during the registration process

It’s important to keep these documents scanned and handy before you begin the registration process:

• ID & Address Proof of Buyer and Seller
• Before the initiation of the online RC transfer of the car’s ownership, keep scanned copies or images of the following documents.
• Duly filled and signed Form 29
• Duly filled and signed Form 30
• Registration certificate of the vehicle
• Valid car Insurance
• Registration certificate of the vehicle

Step 2: Procure a NOC (No Objection Certificate) from the traffic department.

• If the car you’ve purchased is registered outside your RTO, you need to get the car unregistered from its existing/original RTO. Here’s how you can do this:
• If the car isn’t registered in any of the RTOs of Delhi, you’ll have to procure a Form 29 from the original RTO.
• Download these forms here: Form 28 and Form 29
• Procure a NOC by submitting Form 28/29 to the original RTO by visiting the official Parivahan Sewa website and selecting: Online Services >> Vehicle-related Services.
• Select your state, registered RTO, and click on Apply for Transfer of Ownership, Change of Address, Hypothecation [Addition/Continuation/Termination], Duplicate RC).

Step 3: Fill out the form for RC Transfer and pay the required fees.

• Enter information about your car, the new owner, scanned copies of your ID and proof of your home. Form 29, Form 30, and Vehicle Insurance should be uploaded. Then pay the around 530 RC transfer fees online.
• If the car is still being used as collateral for a loan, you need to make sure you have the RTO form 35 and the Bank NOC. If you don’t, you need to look at both the Hypothecation Termination and the Transfer of Ownership.
• Once you’ve filled out the form, make an appointment to bring the hard copies of the needed papers to the RTO for further verification.
• Pay the 530 online (300 for the transfer of ownership, 200 for the smart card fee, and 50 for the postage fee).
• After you pay the fee, Forms 29 and 30 will be made along with your payment proof.

Step 4: Visit the RTO on the date of your appointment

At the RTO, you’ll need hard copies of the following documents:

• Original registration card (Smart Card)
  Valid car insurance certificate
• Pollution under control (PUC) certificate
• Two passport-sized photos of the buyer (not needed at all RTOs, but still a good idea)
• Proof of the buyer’s name and address
• If the deal is worth more than 50,000, the buyer needs a PAN.
• Seller ID and proof of address
• Blank envelope with the buyer’s name and address and the seller’s ID proof
• Payment records for online fees and forms 29 and 30 that have been signed by both the buyer and seller

Step 5: RTO Verification for the new RC 

If all of the papers, such as the properly filled RTO Form, signatures, IDs, and proofs of address, match and meet the RTO’s requirements, the RTO will give the buyer a registration certificate (Smart Card) within a week (7 working days).

Note: If there is a problem, the RTO officer will send a letter to the seller asking him or her to come to the RTO with the buyer for a physical check (party peshi).

If you wish to complete an RC transfer offline, here’s what you need to do:

Step 1: Procure a NOC (No Objection Certificate) from the traffic department.

If the car you bought is registered at an RTO other than yours, you need to get it deregistered from that RTO. Here’s what you need to do:

• If the car isn’t registered in any of Delhi’s RTOs, you’ll need to get a Form 29 from the RTO where it was first registered.
• Download these forms here: Form 28 and Form 29

Step 2 – Visit the RTO with all required documents

Once you have obtained the NOC, you can begin the car ownership transfer process by submitting the following documents to your local RTO.

• Original vehicle registration certificate
• Duly filled Form 29
• Duly filled Form 30
• Copy of valid insurance
• Attested copy of address proof of buyer
• Copy of valid pollution under control certificate (PUC)
• Copy of G.I.R
• Pan card
• Bank NOC
• 2 copies of Form 35 (In case the car was under loan / hypothecated)

Step 3- Document submission

Once you’ve submitted the required documents, you need to pay the RC transfer fee of ₹530. This process takes 30 working days to conclude if all your documents comply with the RTO’s norms.

Step 4 – Re-registration of your car

Once you receive the NOC from the original RTO, you need to apply for the re-registration of your car at your new RTO. Here are the documents you will need:

• Original registration of the vehicle (of another state)
• Form 20
• NOC from previous RTO
• Form 27
• Form 33
• Attested copy of address proof
• Attested copy of the valid driving licence of the car owner
• Attested copy of PUC Certificate
• PAN Card, Form 60, or Form 61
• Your passport-size photos
• NOC from the lender bank if the vehicle is under a loan

Step 5 – Pay the Road Tax

If the used car you bought was originally registered somewhere other than Delhi, you will need to pay road tax to get it re-registered in Delhi. The price of the car on the original paperwork is used to figure out this amount.

Once you pay the road tax, you can get a return for the road tax that the car’s previous owner paid. This amount is returned depending on how old the car is and how much it originally cost. For this amount to be refunded, please bring the following to the RTO:

• Application for road tax refund
• Updated and signed Form 16 (Form16: your salary certificate from the employer)
• Copy of the new registration certificate
• Copy of the old registration certificate
• Insurance policy with new registration number
• Proof of ID
• Address proof

How to Check the Status of RC Transfer in Delhi?

You can check the status of your RC transfer using two methods:

Check Status Using Application Number

• After logging in, click on Online Services, and select vehicle-related services.
• Choose your state and RTO, then click on “Continue”.
• Select the status tab and click on “Know your application status”.
• Enter your application number and click on “Submit”.

Check Status Using Vehicle Number

• After logging in, click on Online Services, and select vehicle-related services.
• Head to the “Know Your Vehicle Details” page.
• Enter the security Captcha and click on “Search Vehicle” to view the complete details of your vehicle and its status.
