Maharashtra Mandates High-Security Plates for Pre-2019 Vehicles by March 2025

The Maharashtra government has introduced a mandate requiring all vehicles registered before April 1, 2019, to be equipped with high-security registration plates (HSRPs) by March 31, 2025. This move aims to enhance road safety and vehicle security, impacting over 20 million vehicles across the state.

HSRP Installation Process

Vehicle owners are responsible for replacing their existing number plates with tamper-proof HSRPs. Failure to comply by the deadline will attract penalties under the Motor Vehicles Act, and essential services such as vehicle ownership transfer and address updates may be denied.

The state’s transport department has authorized three agencies to supply HSRPs at Regional Transport Offices (RTOs) at fixed rates:

  • ₹745 for passenger vehicles
  • ₹500 for three-wheelers
  • ₹450 for two-wheelers and tractors

Owners must book installation appointments online through dedicated portals operated by the designated agencies. Walk-ins are not permitted, but appointments can be rescheduled within 90 days of the initial date. During installation, vehicle details will be verified using the VAHAN portal to ensure accuracy.

Advantages of HSRPs

The introduction of HSRPs aims to curb vehicle theft and streamline vehicle identification processes. Key features include:

  • A chromium-based hologram featuring the Ashoka Chakra, stamped on the top-left corner of both plates, to prevent counterfeiting.
  • A unique 10-digit permanent identification number (PIN) laser-etched on the bottom-left corner.
  • A hot-stamping film inscribed with “India” applied to the registration number.
  • Secure fastening with non-removable, non-reusable snap locks.

These tamper-proof plates will not only enhance vehicle security but also improve enforcement efficiency, making roads safer for all.
